網(wǎng)易教育訊 4月17日，收到移民局發(fā)來(lái)的公告郵件通知最新關(guān)于英國(guó)移民局針對(duì)英國(guó)移民局認(rèn)可的語(yǔ)言考試中心- （美國(guó)教育考試服務(wù)中心）ETS的調(diào)查進(jìn)展，明確指出將不再與前述機(jī)構(gòu)續(xù)約，不再承認(rèn)ETS旗下的兩大英語(yǔ)考試－“托福”及“托業(yè)”語(yǔ)言成績(jī)。

　　此事件對(duì)于即將留學(xué)英國(guó)，在準(zhǔn)備英語(yǔ)考試的申請(qǐng)人有極大影響。下面簡(jiǎn)單的對(duì)此次公告做一個(gè)基本介紹和說(shuō)明。

　　名詞解釋：

　　ETS： Education Test Services美國(guó)教育考試服務(wù)中心

　　SELT：Secure English Language Tests   安全英語(yǔ)測(cè)試

　　TOEFL：Testof English as a Foreign Language托?？荚?br />
　　TOEIC ：Testof English for International Communication托業(yè)考試

　　事件回放：

　　2014年2月10日，英國(guó)BBC廣角鏡欄目公布了一段臥底偷拍視頻，清楚的揭露了在英國(guó)境內(nèi)的ETS考點(diǎn)當(dāng)中存在的替考問(wèn)題（http://www.bbc.co.uk/news/uk-26024375），隨后英國(guó)內(nèi)政大臣特麗莎·梅發(fā)布緊急公告宣布暫停接受英國(guó)境內(nèi)ETS考點(diǎn)頒發(fā)的所有托業(yè)考試成績(jī)作為英國(guó)移民局認(rèn)可的語(yǔ)言成績(jī)并對(duì)宣布對(duì)ETS提供的考試成績(jī)進(jìn)行全面調(diào)查。此行動(dòng)并不包括對(duì)英國(guó)境外獲得的托業(yè)成績(jī)有人和影響，但是影響到一些大學(xué)加強(qiáng)對(duì)申請(qǐng)人語(yǔ)言能力的審查，并宣布不接受托業(yè)成績(jī)作為入學(xué)申請(qǐng)時(shí)可使用的語(yǔ)言成績(jī)。

　　今日－ 2014年4月17日，英國(guó)內(nèi)政部的官方內(nèi)部公告系統(tǒng)發(fā)出了對(duì)2月10日暗訪事件的調(diào)查進(jìn)度，郵件內(nèi)容如下：

　　Dear Peng,

　　I am writing to update you about theactions we are taking as our investigation into ETS Secure English Languagetests (SELT) taken in the UK progresses and the impacts that this may have onyou and your students.

　　Our licence agreement with ETS, in UKand overseas, ended on 5 April 2014 and will not be extended.

　　We have suspended accepting ETS tests asevidence of English language ability. Applicants wishing to make an applicationshould take a test with an alternative provider from the list.

　　We will write to you again with fulldetails of how we will work through applications that are currently suspended.

　　I am sure you understand that we treatany threat to immigration control with the utmost seriousness and as such,cannot allow any cases where fraudulent evidence may have been obtained to beprocessed until we have absolute certainty that they are genuine.

　　If you wish to withdraw your sponsorshipof an applicant, you must do so via the Sponsorship Management System (SMS).The application will then be refused.

　　重點(diǎn)內(nèi)容在于：

　　1：正式確認(rèn)(HOME OFFICE)英國(guó)移民局／內(nèi)政部與ETS(美國(guó)教育考試服務(wù)中心)之間的考點(diǎn)授權(quán)合同從2014年4月6日開始終止（不再續(xù)約）。本應(yīng)該4月6日就確認(rèn)的情況但是截至到17號(hào)公布，是否是因?yàn)檎勁袥](méi)有達(dá)成一致，或者說(shuō)ETS(美國(guó)教育考試服務(wù)中心)的努力最后沒(méi)有獲得成功？不得而知。

　　2：受此公告影響，ETS(美國(guó)教育考試服務(wù)中心)旗下的托業(yè)和托福成績(jī)將都不在被英國(guó)移民局／內(nèi)政部認(rèn)可。換句話說(shuō)，很多持有托?？荚嚦煽?jī)的考生有可能面臨需要重新選擇語(yǔ)言考試的尷尬難題，因?yàn)橐泼窬终讲怀姓J(rèn)所有托福和托業(yè)考試成績(jī)，也就意味著必須提供一個(gè)替代考試成績(jī)，例如雅思成績(jī)。

　　3：受此公告影響，內(nèi)政部建議所有英國(guó)境內(nèi)的擔(dān)保人，包括大學(xué)，雇主以及其他需要審核英語(yǔ)成績(jī)的機(jī)構(gòu)都應(yīng)該取消相應(yīng)的擔(dān)保資格。（郵件里的表達(dá)方式是典型的英式方式，說(shuō)法是：如果你希望取消提供給申請(qǐng)人的擔(dān)保號(hào)碼，你應(yīng)該從你的網(wǎng)上管理系統(tǒng)取消，申請(qǐng)者的簽證會(huì)被拒絕）。

　　4：潛在法律糾紛：

　　正如第3條所說(shuō)，如果英國(guó)大學(xué)不取消對(duì)錄取學(xué)生申請(qǐng)簽證的擔(dān)保資格，內(nèi)政部將比較尷尬，因?yàn)榘凑宅F(xiàn)行的移民法規(guī)，積分制的情況下，如果申請(qǐng)人獲得了第四等級(jí)的T4學(xué)生簽證分?jǐn)?shù)45分，移民局是必須要給予簽證的。因?yàn)椋?月17日公布的新公告，不是移民法,不具有法律效力，因?yàn)橐峤恍碌囊泼穹ㄐ薷牟莅傅酵ㄟ^(guò)審議成為法律還需要時(shí)間（截至到今日，2014年4月17日，內(nèi)政部官方網(wǎng)站上移民法附表中ETS仍然是被承認(rèn)的考試）。但是如果大學(xué)主動(dòng)承擔(dān)了取消擔(dān)保人資格的責(zé)任，內(nèi)政部就可以名正言順的拒絕簽證申請(qǐng)。

　　5：后續(xù)問(wèn)題處理：

　　從今日的系統(tǒng)公告來(lái)看，僅僅是一個(gè)預(yù)告，很多具體的細(xì)節(jié)沒(méi)有涉及到。包括已經(jīng)遞交簽證的申請(qǐng)人應(yīng)該如何處理自己的簽證申請(qǐng)，包括如果沒(méi)有時(shí)間考試獲得新的語(yǔ)言成績(jī)的申請(qǐng)人應(yīng)該如何處理等等。相信內(nèi)政部后續(xù)也將陸續(xù)公布更多的實(shí)施細(xì)節(jié)。

　　ETS官方回應(yīng)：

　　ETS也緊急的發(fā)布了一個(gè)關(guān)于此公告的聲明，對(duì)與英國(guó)內(nèi)政部不能續(xù)約表示遺憾并且重申僅僅是托業(yè)考試中心有問(wèn)題，托福考試仍然是安全可靠的。同時(shí)承諾將進(jìn)一步提高對(duì)考試的監(jiān)察程度，甚至包括生物語(yǔ)音信息識(shí)別措施。

　　總體感覺(jué)來(lái)說(shuō)，英國(guó)內(nèi)政部這次針對(duì)ETS的調(diào)查及停止續(xù)約行為很大程度上反應(yīng)了內(nèi)政部對(duì)于類似問(wèn)題的嚴(yán)重性已經(jīng)意識(shí)到并且決定下力氣改正，雖然托?？荚嚦煽?jī)受到牽連，但是并不意味著以后沒(méi)有機(jī)會(huì)重新進(jìn)入內(nèi)政部的審核清單中。

　　ETS: Update on TOEFL® Testing in theU.K.

　　Following the broadcast of a BBCPanorama program in February 2014 which highlighted an organized criminalelement seeking to circumvent the U.K.’s visa-granting process, ETS has madethe decision not to extend our Secure English-language Testing (SELT) licensewith the Home Office. As a result, TOEIC® and TOEFL iBT® testing will no longerbe offered for U.K. visa-granting purposes.

　　We appreciate the Home Office'srecognition that while the TOEFL and TOEIC tests shared a SELT license, thefraud uncovered by the BBC program was limited to TOEIC testing. Securitymeasures around the TOEFL test were never under question. The TOEFL testremains the most widely respected English-language test in the world recognizedby more than 9,000 institutions in more than 130 countries.

　　Security is and always has been a toppriority; however, we’ve made this decision in response to the security challengesportrayed in the BBC program. We acknowledge that we fell short of our own highstandards and sincerely regret the dishonest activities of third partycontractors in the U.K. whose job it was to administer the TOEIC tests honestlyand fairly. When applied properly, our global security protocols prevent anddetect incidents of fraud. Going forward we will continue to implementadditional, stricter, best-in-class security measures for our tests, includingbiometric voice analyses, to ensure our test scores remain the most trustworthyin the world.
